Lead Grants Administration Consultant

About the role

The Lead Grants Administration Consultant will be based in Bishkek and will coordinate a team of three Local Grants Administration Consultants operating in Osh, Jalal‑Abad and Batken oblasts. The role supports the implementation of the 1+1 Matching Grants Programme under the Safe Migration Central Asia project, ensuring that grant beneficiaries receive timely procurement services in line with IOM’s procedures. The consultant will work closely with the IOM Project Team, the Resource Management Unit and the Head of Office, and will travel to project locations as required during the four‑month consultancy period.

Key responsibilities

• Coordinate and supervise three Local Grants Administration Consultants, providing guidance on procurement documentation, vendor engagement and delivery verification.
• Oversee the collection and review of vendor documentation, ensuring completeness and compliance with IOM requirements before submission to relevant IOM units.
• Manage the gathering and submission of procurement and payment documents, such as electronic invoices, e‑waybills and acceptance acts, to facilitate timely processing.
• Review grant administration documentation for accuracy and alignment with IOM financial and procurement procedures, and forward verified packages for payment processing.
• Verify the 50 % personal contribution of grantees by reviewing supporting evidence and asset inventory forms in accordance with grant agreements.
• Maintain an organized tracker of procurement cases across the three oblasts and monitor the status of all grant‑related actions.
• Escalate any documentation gaps, delays or compliance issues to the appropriate IOM focal points promptly.
• Ensure that all grant and procurement records are properly archived for monitoring, reporting and audit purposes.
