National Anti-Fraud / Anti-Scamming Trainer

About the role

The International Organization for Migration (IOM) is seeking a National Anti‑Fraud / Anti‑Scamming Trainer to strengthen the capacity of frontline migration institutions in Kyrgyzstan. The consultant will design and deliver a one‑day interactive training on recruitment‑related fraud and online scams, and update operational tools to support law‑enforcement coordination.

Key responsibilities

• Conduct a needs assessment of the Ministry of Internal Affairs Cybersecurity Department and the Safe Migration Hotline.
• Develop tailored training modules and a Recruitment Scam Checklist.
• Facilitate a one‑day interactive training for at least 25 frontline officers and hotline operators in Bishkek.
• Coordinate with IOM’s Mobility Pathways Unit and project manager to ensure alignment with the Central Asia Safe Migration project.

Required profile

• Advanced university degree (Master’s or equivalent) in Law, Criminology, Cybersecurity or a related field.
• Minimum five years of professional experience in cybercrime investigation, anti‑fraud enforcement or law‑enforcement operations within the Kyrgyz Republic.
• Demonstrated experience developing and delivering interactive training for frontline staff.
• Fluency in Kyrgyz and Russian; working knowledge of English is an advantage.
