National Consultant – Digital Health Technical Integration Support

About the role

The WHO Country Office in Kyrgyzstan seeks a National Consultant to provide specialised technical advisory and analytical support for the Joint Programme "Bridging the Digital Health Divide". The consultant will work closely with the JP Secretariat to assess implementation status, identify integration gaps and deliver evidence‑based recommendations.

Key responsibilities

• Prepare an inception report assessing current JP implementation, stakeholder landscape and integration gaps (due 20 Sept 2026).
• Produce analytical briefs summarising Q3 2026 progress, bottlenecks and recommendations (due 30 Nov 2026).
• Develop technical materials for the annual JP Steering Committee meeting, including background notes, agenda, briefing documents and draft minutes (due 31 Jan 2027).
• Deliver a Q4 2026 analytical brief with priority actions for the final JP phase (due 31 Mar 2027).
• Compile a comprehensive analytical report covering the full contract period, synthesising outcomes and providing recommendations for the remaining JP implementation (due 20 May 2027).

Required profile

• University degree in public health, information systems or a related field.
• Demonstrated experience in digital health information systems, data interoperability and health programme analysis.
• Ability to produce high‑quality analytical reports and briefing materials for senior stakeholders.
