Programme Management Officer (Temporary Job Opening)

About the role

The Programme Management Officer will support the EU‑funded project to strengthen the Ombudsperson Institute and the National Preventive Mechanism in Kyrgyzstan. Reporting to the Regional Representative, the incumbent will contribute to the implementation of human‑rights programmes across Central Asia.

Key responsibilities

• Develop, implement and evaluate programme workplans, monitor progress and propose corrective actions.
• Research, analyse and present human‑rights data, including gender‑specific indicators and torture‑prevention frameworks.
• Provide substantive support to national human‑rights institutions, ensuring integration of gender equality and disability considerations.
• Design and conduct surveys, analyse results and prepare background papers, reports and donor documentation.
• Organise and facilitate workshops, trainings and capacity‑building activities for government and civil‑society stakeholders.
• Coordinate budget and funding activities, including programme preparation, progress reporting and financial statements.

Required profile

• Advanced university degree (Master’s) in business administration, management, economics or related field, or equivalent combination of education and experience.
• Minimum five years of progressive experience in project or programme management, including two years working directly with National Human Rights Institutions.
• Demonstrated experience in technical assistance, capacity development and integration of gender equality and disability rights into programmes.
• Strong analytical, communication and planning skills, with ability to work under pressure and manage multiple priorities.
