Surveillance Advisor – Kyrgyz Republic

About the role

FHI 360 is seeking a Surveillance Advisor to lead the design, implementation and continuous improvement of integrated disease surveillance, outbreak detection, preparedness and response systems in the Kyrgyz Republic. The position reports to the EpiC Kyrgyz Republic Associate Director Technical and works closely with government ministries, academic institutions and development partners.

Key responsibilities

• Lead technical activities to strengthen integrated disease surveillance systems, including Event‑Based, Indicator‑Based and Community‑Based surveillance.
• Develop and revise surveillance guidelines, standard operating procedures, technical tools and operational frameworks.
• Coordinate One Health activities, fostering collaboration among human, animal, wildlife and environmental health sectors.
• Establish and institutionalize joint risk assessment mechanisms and support preparedness planning.
• Strengthen rapid response teams, outbreak investigation procedures and after‑action review processes.
• Plan and conduct tabletop, functional and field simulation exercises to test emergency preparedness.
• Produce technical briefs, reports and knowledge products for national, regional and international audiences.

Required profile

• Master’s degree or higher in Epidemiology, Public Health, Health Security, Medicine, Veterinary Medicine, Public Health Informatics, Biostatistics or a related field.
• Minimum seven years of progressively responsible experience in epidemiology, disease surveillance, outbreak preparedness, public health emergency management or health security programs.
• Demonstrated experience working with Ministries of Health, donor‑funded international development programs and multisectoral coordination.
• Fluency in English and Russian; knowledge of Kyrgyz is an advantage.
