Project Officer – Social Sectors

About the role

The Asian Development Bank is seeking a Project Officer to support social sector operations in Kyrgyz Republic. Based at the Resident Mission Office in Bishkek, you will work on health, education and social protection projects, collaborating with government, development partners and civil society.

Key responsibilities

• Assist in loan, grant and technical assistance processing, including review of implementation arrangements, cost estimates and procurement packaging.
• Administer ADB‑financed projects: monitor progress, prepare performance reports, resolve implementation issues and manage portfolio data.
• Prepare bid evaluation reports, internal procurement papers and correspondence for loan extensions or reallocation of proceeds.
• Provide advice on ADB procurement, anti‑corruption policy, consultant recruitment and tender documentation.
• Participate in policy dialogues, public‑investment discussions and donor coordination meetings.
• Prepare project and TA completion reports and sector knowledge products.

Required profile

• Bachelor’s degree in education, sociology, economics or related field; advanced training preferred.
• At least 8 years of professional experience in education or other social sectors.
• Experience across the project cycle (planning, feasibility, design, implementation, construction and contract management).
• Knowledge of government institutions, procurement procedures and social safeguards.
• Fluent in English (written and spoken) and proficient in Russian and Kyrgyz.
