Human Rights Officer – Central Asia

About the role

The Human Rights Officer (TJO) will be based in the United Nations Office of the High Commissioner for Human Rights (OHCHR) Regional Office for Central Asia in Bishkek, Kyrgyzstan. The role supports the implementation of international human rights norms across Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan, leads the team in Kyrgyzstan and serves as the regional focal point on civic space.

Key responsibilities

• Conduct substantive monitoring of the implementation of human rights and international humanitarian law and follow up on recommendations from UN mechanisms.
• Collect, document and analyse evidence‑based information on civil, cultural, economic, social and political rights, including gender and “leave no one behind” perspectives.
• Carry out human rights monitoring and field verification missions, including assessments and early‑warning exercises, in line with UN methodology and protection standards.
• Draft, review and disseminate human rights reports, briefings and analytical papers to inform strategies, policies and crisis management.
• Provide advisory and capacity‑building support to national counterparts and civil society organisations.
• Contribute to advocacy, partnership development and resource‑mobilisation efforts.
• Coordinate the work of the country team and ensure effective information sharing.
