HR & Admin Manager – Kyrgyzstan

About the role

An agile, hands-on HR & Admin Manager is sought to build and anchor local people operations and office infrastructure from the ground up in Kyrgyzstan. The role covers full ownership of local HR management (employee lifecycle, payroll/C&B coordination, local statutory compliance) and daily office administration, working closely with regional leadership and global stakeholders.

Key responsibilities

• Establish and standardize HR workflows: talent acquisition coordination, onboarding and offboarding, HR records management and local labor law compliance.
• Administer local benefits programs, coordinate monthly payroll, resolve employee relations queries and drive engagement and performance initiatives.
• Manage office facilities, lease agreements, administrative vendors, inventory and supplies, business travel and company events.
• Support local OPEX planning, budgeting, petty cash management, vendor invoicing and internal payment approvals in line with Group Finance.
• Act as the main on-the-ground partner for local staff and regional leaders, bridging cultural nuances and business priorities.

Required profile

• 5+ years of progressive HR and administration experience, with a track record as an HR Manager, Office Lead or Senior HR Generalist.
• Prior experience or expatriate exposure in Central Asia / CIS markets (KZ, UZ, UB) strongly preferred.
• Fluent professional English; fluency in Russian or Kyrgyz is a strong advantage.
• Experience building HR/admin functions or setting up a local entity from scratch.
• Background in fast-paced international industries such as Tech, Gaming, BPO or Professional Services.

Required skills

• Solid grasp of local labor regulations, contract administration and people operational best practices.
• Hands-on ownership across HR, operations, facilities and finance liaison roles.
• Familiarity with operational budgeting, expense forecasting or Google Workspace workflows.
