National Consultant – Kyrgyzstan Mobility Project

About the role

The Economic and Social Commission for Asia and the Pacific (ESCAP) seeks a National Consultant to support its technical cooperation project on resilient and inclusive peri‑urban mobility in Kyrgyzstan. Working remotely under the supervision of the project officer and in coordination with the Regional Consultant and National Focal Point, the consultant will help design and implement digital‑enabled transport solutions.

Key responsibilities

• Coordinate the project inception meeting and fact‑finding mission in Bishkek together with the Regional Consultant.
• Assist the Regional Consultant in establishing the Technical Advisory Group.
• Collect and analyse local data for the assessment of resilient rural‑urban and active mobility plans using the SUTI+ digital platform.
• Support the Just Transition analysis, focusing on labour‑force implications of digital transformation and employment opportunities for women in digital mobility services.
• Facilitate a national stakeholder consultation and capacity‑building workshop to identify challenges and strengthen stakeholder capacity.
• Initiate the development of a local resilient and inclusive peri‑urban mobility plan enabled by digital technologies (MaaS, DRT, shared mobility) in collaboration with local authorities and the Regional Consultant.
