Regional Monitoring & Evaluation Consultant

About the role

The International Organization for Migration (IOM) is seeking a Regional Monitoring & Evaluation (M&E) Consultant to support the ‘Central Asia Safe Migration’ project. Based in Bishkek, Kyrgyzstan, the consultant will lead M&E activities for the Kyrgyzstan component and coordinate a harmonised regional approach across Kazakhstan, Tajikistan and Uzbekistan.

Key responsibilities

• Develop a documented regional M&E approach, including learning and adaptation mechanisms for all project activities.
• Provide technical and advisory support to M&E focal points in Kazakhstan, Tajikistan and Uzbekistan to align tools, indicators and methods.
• Review and revise M&E templates and tools to ensure regional consistency in data collection and reporting.
• Design and implement the M&E plan for the Kyrgyzstan component.
• Consolidate data from all countries for monthly, quarterly and final reports, ensuring data quality, reliability and gender/age disaggregation.
• Support capacity‑building initiatives for regional M&E teams.

Required profile

• Relevant experience in monitoring and evaluation, preferably within migration or development projects.
• Ability to work collaboratively with partners across Central Asian countries.
• Strong analytical skills and attention to data quality.
