Principal Water Sector Policy Specialist

About the role

The Principal Water Sector Policy Specialist will support the Bank’s policy engagement, sector reform and technical cooperation activities across Central Asia, with a focus on aligning policy work with EBRD investment operations. Working within cross‑functional teams, the role contributes to designing water sector policy dialogue, reform roadmaps and technical assistance programmes.

Key responsibilities

• Lead policy engagement projects on water supply, sanitation, irrigation, water resource management and climate resilience.
• Develop and implement sector reform roadmaps and technical assistance programmes in coordination with Banking, Legal, Transition and economics units.
• Provide policy diagnostics, contribute to country strategies and support the design of investment‑linked reforms.
• Strengthen regulatory, institutional and financial frameworks for water sector investments in early‑transition contexts.
• Collaborate closely with investment teams on loan and grant‑funded projects.

Required profile

• Extensive experience in water sector policy, regulation or governance, preferably in Central Asia or similar transition economies.
• Proven ability to work in multi‑disciplinary teams and manage complex policy projects.
• Strong analytical skills and understanding of climate‑related water challenges.
• Excellent communication skills in English; knowledge of regional languages is a plus.
