Senior Railways Specialist – Technical Advisory

About the role
NTU International A/S is seeking a Senior Railways Specialist to provide technical, policy and investment advisory for railway projects worldwide, focusing on Sub‑Saharan Africa, Latin America, the Caribbean and Asia‑Pacific. The expert will support the Global Gateway Transport and Urban Facility 2 project, starting January 2027, for a 48‑month period.
Key responsibilities
- Identify, prepare and implement railway infrastructure and systems projects.
- Conduct feasibility studies, technical assessments, design reviews and investment analyses.
- Support railway planning, corridor development, operations planning and multimodal integration.
- Advise on rail infrastructure, signalling, interoperability (including ERTMS), traffic management and safety systems.
- Assist with procurement, tendering, implementation supervision, and operation & maintenance planning.
- Promote sustainable, low‑carbon and climate‑resilient railway solutions.
- Apply European and international railway standards and best practices.
- Contribute to environmental and social assessments, climate‑resilience and sustainability considerations.
- Support policy, regulatory and institutional reforms and provide capacity‑building to public authorities and sector stakeholders.
- Coordinate with railway infrastructure managers, operators, contractors, IFIs and development partners.
Required profile
- Master’s degree or equivalent in railway engineering, civil engineering, transport engineering or a closely related discipline.
- Extensive knowledge of the railway sector, including infrastructure, operations, signalling, interoperability and safety.
- Proven experience in technical assessments, project design, investment analysis and procurement processes.
- Experience working with international development agencies, public authorities or multilateral financial institutions.
- Strong analytical and advisory skills for policy and regulatory reforms.
