National Anti-Fraud & Anti-Scamming Trainer (Consultancy)

About the role

The International Organization for Migration (IOM) is looking for a qualified Anti‑Fraud/Anti‑Scamming Trainer to build the capacity of national frontline institutions in Kyrgyzstan. The consultant will assess needs, design and deliver a one‑day training for law‑enforcement and hotline officers, and produce an operational recruitment‑scam checklist.

Key responsibilities

• Conduct a rapid Training Needs Assessment in consultation with IOM, the Ministry of Internal Affairs Cybersecurity Department and the Center for Employment Abroad to identify gaps in knowledge of online scam typologies and referral processes.
• Develop practical, scenario‑based training modules, case studies, simulation exercises and participant handouts tailored to both investigators and hotline operators.
• Deliver an intensive one‑day, in‑person training in Bishkek for at least 25 participants, facilitating interactive discussions and cross‑sectoral dialogue.
• Update or create a user‑friendly Recruitment Scam Checklist that outlines common scam indicators and red‑flags for migrant job seekers and frontline staff.
• Prepare a final consultancy report summarising training delivery, gender‑disaggregated participant data, pre‑ and post‑test analysis and recommendations for sustained inter‑agency coordination.
