Health Information Systems Advisor – EpiC Kyrgyz Republic

About the role

The Health Information Systems Advisor will provide strategic and technical leadership to modernize Kyrgyzstan’s health information ecosystem under the EpiC project. Reporting to the Associate Director Technical, the advisor will guide digital health transformation, interoperability, and data‑driven decision‑making to support epidemic control and One Health initiatives.

Key responsibilities

• Lead the assessment, modernization and sustainability of national health information system architecture, contributing to digital health strategies and interoperability roadmaps.
• Drive digital transformation by supporting electronic reporting systems, digital registries, and information‑exchange platforms, and promote innovative tools for surveillance and emergency response.
• Develop and implement national interoperability frameworks, APIs and integration services linking surveillance, laboratory, immunization and emergency preparedness systems.
• Support One Health information exchange across human, animal and environmental sectors, creating integrated dashboards and early‑warning analytics.
• Establish data governance policies, data quality assurance processes and cybersecurity measures to protect privacy and ensure system resilience.
• Design and deliver capacity‑building programmes for government staff, epidemiologists and technical teams, and produce guidance documents and training materials.
• Coordinate with ministries, development partners, software developers and donors to prepare work plans, reports and procurement specifications.

Required profile

• Minimum bachelor’s degree in Health Informatics, Information Systems, Computer Science, Public Health Informatics, Epidemiology, Biostatistics, Data Science or a related field; master’s degree preferred.
• Extensive experience in health information system strengthening, digital health strategy development, and interoperability implementation within public‑health contexts.

Required skills

• Experience with electronic reporting systems and digital registries.
• Knowledge of interoperability standards and API development for health data exchange.
