International Consultant on Strategic Planning

About the role

The Office of the High Commissioner for Human Rights seeks an International Consultant to lead a strategic planning review for its Ombudsperson’s Office in Bishkek. The consultant will produce a situational analysis, facilitate multi‑stakeholder consultations, and deliver an updated 2023‑2030 Strategic Plan aligned with the Paris Principles and Results‑Based Management frameworks.

Key responsibilities

• Conduct a desk review of the current 2023‑2028 Development Strategy and assess gaps against the 2025 Capacity Assessment and Paris Principles.
• Prepare a technical inception report outlining methodology, timeline, and a Human Rights‑Based Approach for the mid‑term review.
• Organize and facilitate consultations with staff, government agencies, civil society, and international partners to validate challenges and strategic priorities.
• Synthesize consultation outcomes into a Strategic Priorities Report and integrate accreditation requirements into the revised plan.
• Draft the final 2023‑2030 Strategic Plan with embedded RBM indicators, milestones for SCA re‑accreditation, and implementation guidance.
• Deliver a final technical and process report summarising lessons learned and sustainability recommendations.

Required profile

• Advanced degree in public policy, international relations, law, or a related field.
• Proven experience in strategic planning, policy analysis, or consultancy for international or human‑rights institutions.
• Demonstrated ability to work with diverse stakeholders, including government, NGOs, and UN mechanisms.
• Strong analytical and report‑writing skills, with experience producing high‑level strategic documents.
