Surveillance Advisor – EpiC Kyrgyz Republic

About the role

The EpiC Kyrgyz Republic Surveillance Advisor will provide strategic and technical leadership for the design, implementation, strengthening, and continuous improvement of integrated disease surveillance, outbreak detection, preparedness, and response systems in the Kyrgyz Republic.

Key responsibilities

• Lead technical activities to strengthen integrated disease surveillance systems, including event‑based, indicator‑based, and community‑based approaches.
• Facilitate One Health coordination by supporting multisectoral working groups and joint surveillance of zoonotic diseases.
• Develop and institutionalize joint risk assessment mechanisms and embed findings into national preparedness plans.
• Support rapid response teams, outbreak investigation protocols, and after‑action reviews.
• Plan and conduct tabletop, functional, and field simulation exercises to test emergency preparedness.
• Produce technical briefs, case studies, and knowledge products for national and international audiences.
• Manage annual work plans, donor reporting, and represent the project in technical working groups and stakeholder meetings.

Required profile

• Master’s degree or higher in Epidemiology, Public Health, Health Security, Medicine, Veterinary Medicine, Public Health Informatics, Biostatistics, or a related field.
• Minimum seven years of progressively responsible experience in epidemiology, disease surveillance, outbreak preparedness, public health emergency management, or health security programs.
• Demonstrated experience with Event‑Based, Indicator‑Based, or Community‑Based Surveillance systems and working with Ministries of Health.
• Experience supporting donor‑funded international development programs and developing technical guidance, SOPs, and training materials.
• Fluency in English and Russian; knowledge of Kyrgyz is an advantage.
