Monitoring and Evaluation (M&E) Specialist

About the role

The Monitoring and Evaluation (M&E) Specialist will support the CS-FOR project, which aims to increase carbon sequestration in forests and rangelands of the Kyrgyz Republic. Working under the FAO Representative and the Chief Technical Advisor, the specialist will ensure timely, evidence‑based monitoring and reporting to guide project decisions.

Key responsibilities

• Implement the project M&E framework and plan in line with FAO and GCF requirements.
• Maintain an evidence‑based, georeferenced, gender‑responsive M&E system, including indicator tracking tables, LoPs, MoVs and databases.
• Collect, verify, analyse and report qualitative and quantitative field data, including GPS points, photos and monitoring records.
• Conduct ground‑truthing, field visits and district/national workshops on M&E, GIS and natural resource management.
• Prepare field monitoring reports, annual work plans, mid‑term evaluation evidence, and donor reports.

Required profile

• Advanced university degree in monitoring and evaluation, forestry, natural resource management or related field.
• Minimum five years of progressive M&E experience.
• Working knowledge of Russian and Kyrgyz (level C).
• National of Kyrgyzstan or holder of a valid work permit.

Required skills

• Statistical software for data analysis (R, STATA, SPSS).
• Geographic Information Systems (GIS) and GPS data collection.
• Strong analytical, writing and communication abilities.
• Experience with FAO tools and procedures is an asset.
