Team Leader / International Consultant for UNSDCF Evaluation

About the role

The Team Leader/International Consultant will head the evaluation of the Kyrgyzstan United Nations Sustainable Development Cooperation Framework (UNSDCF) 2023–2027. This role ensures strategic oversight, methodological rigor, and delivery of high‑quality evaluation products in line with UN evaluation norms.

Key responsibilities

• Lead the design and implementation of the evaluation methodology, data‑collection tools, and stakeholder consultation process.
• Manage a small evaluation team of three members, coordinating activities and ensuring timely delivery of inception, draft, and final reports.
• Conduct field missions across selected regions, engaging local authorities, UN partners, beneficiaries, and communities.
• Facilitate validation workshops, synthesize findings, and produce evidence‑based recommendations for future cooperation frameworks.
• Maintain close coordination with the parallel Peacebuilding Fund evaluation team to ensure coherence of findings and recommendations.

Required profile

• Proven experience leading large‑scale evaluations, preferably within UN or international development contexts.
• Strong knowledge of UNSDCF guidelines and UN evaluation standards.
• Excellent analytical, report‑writing, and stakeholder‑engagement skills.
• Ability to work independently and manage a multidisciplinary team.
