About the role

The Capital Bank of Central Asia is seeking a seasoned HR professional to lead its Personnel Department. The role involves overseeing the full spectrum of HR administration while building a modern, efficient HR function.

Key responsibilities

• Organize and control the complete HR administration cycle.
• Ensure accurate and timely preparation of all personnel documentation.
• Lead the department team, assign tasks, and monitor quality of execution.
• Conduct HR audits, identify risks, and implement mitigation measures.
• Develop and update local regulatory documents.
• Prepare required HR reports and ensure readiness for internal and external inspections.
• Improve, optimize, and automate HR processes.
• Coordinate effectively with department heads, finance, legal, IT, and other bank functions.

Required profile

• Higher education in HR, economics, law, management or related fields.
• Minimum 3 years of HR and personnel administration experience.
• At least 1 year in a managerial position.
• Strong knowledge of Kyrgyz labor legislation and its practical application.
• Experience with full‑cycle personnel record‑keeping.
• Understanding of military accounting, occupational safety, social and pension insurance.
• Fluent in Russian and proficient in Kyrgyz.

Required skills

• Proficiency with 1C accounting/HR software.
• Experience using specialized HR information systems.
• Advanced MS Office skills.
