National Consultant on Regulatory Costing and Fiscal Impact Assessment

About the role

The Office of the High Commissioner for Human Rights seeks an independent consultant to conduct a comprehensive costing analysis and fiscal impact assessment for a draft legislative package protecting women and girls with disabilities from violence in the Kyrgyz Republic.

Key responsibilities

• Develop a gender‑responsive, disability‑inclusive unit‑costing methodology and a dynamic multi‑year Excel costing model.
• Collect inter‑agency financial data, engage with the working group of ministries, and model medium‑term expenditure frameworks.
• Draft the statutory Financial and Economic Explanatory Note with low, medium and high‑case budget scenarios for a 3‑year MTEF.
• Present findings at stakeholder consultations and parliamentary hearings, and revise the note based on feedback.

Required profile

• Advanced university degree (Master’s or equivalent) in public finance, economics, public administration, econometrics, law or related field.
• Minimum 5 years of professional experience in public finance management, regulatory impact assessment, and medium‑term budgeting, preferably in Central Asia.

Required skills

• Advanced Excel modelling (formulas‑driven, dynamic costing sheets).
• Experience with unit‑costing, activity‑based costing, and fiscal impact analysis.
