Consultants for National Mapping (2 positions)

About the role

The International Organization for Migration (IOM) is seeking two consultants to lead a comprehensive national mapping of migration‑related frameworks in Kyrgyzstan. The consultants will analyse legislation, policies, standard operating procedures, tools and service provision mechanisms to identify gaps between policy and practice.

Key responsibilities

• Conduct a systematic review of national migration legislation, policies and related SOPs.
• Map existing service provision mechanisms, referral pathways and institutional responsibilities.
• Identify implementation gaps, data collection weaknesses and coordination challenges.
• Prepare a detailed report with recommendations to strengthen protection systems for vulnerable migrants.
• Coordinate with government agencies, NGOs and other stakeholders throughout the mapping process.

Required profile

• Relevant academic background in migration studies, public policy, law or a related field.
• Proven experience conducting policy analysis or national‑level assessments.
• Familiarity with migration dynamics and protection issues in Central Asia.
• Strong analytical and report‑writing skills.
