Local Consultant: Demographic Resilience Review, Bishkek

About the role

UNFPA is seeking a national consultant in Bishkek, Kyrgyzstan, to support a multi-country activity on demographic resilience reviews and foresight-based scenario planning, carried out jointly by the UNFPA regional offices for Eastern Europe and Central Asia and the Arab States. The consultant works alongside international consultants and contributes to evidence-based policies for adapting to demographic change. The position is open to Kyrgyzstan nationals only, lasts 35 working days from 16 November 2026 to 30 May 2027, and is based online and in person.

Key responsibilities

• Support the analysis of future demand for public goods and services (education, health, social protection, pensions, etc.) and the impact of demographic shifts on public budgets and fiscal balances, using mainly secondary data.
• Assess how technological, social, political and environmental trends, such as digitalization and AI, could affect the supply and demand of public services.
• Take account of gender, regional and other disparities in the forecasts.
• Review the project concept note and refine the methodological approach to fit national circumstances.
• Prepare a background summary of the country's demographic, socio-economic and institutional context, including sectoral policies, legislation and subnational population projections.
• Inventory available demographic and sectoral data sources and help negotiate access to and compile national datasets that are not publicly available.
• Contribute to the inception report and workplan.
• Coordinate interviews, consultations and technical meetings and validation workshops with the international consultant.
