About the role

We are looking for a dynamic Head of the HR Department to lead and develop our human resources function. The role involves overseeing all HR activities, ensuring compliance with Kyrgyz labor legislation, and driving strategic initiatives to attract, retain, and develop talent.

Key responsibilities

• Organize and lead the HR department’s daily operations.
• Develop and implement HR policies, internal regulations, and job descriptions.
• Manage full-cycle HR administration in line with Kyrgyz labor law.
• Oversee recruitment, onboarding, performance evaluation, and employee development.
• Prepare staffing plans, organizational structures, and monitor headcount.
• Coordinate training, professional development, and talent pool building.
• Design and implement motivation, performance assessment, and retention systems.
• Ensure compliance with labor discipline and corporate standards.
• Provide analytical HR reports to senior management.
• Advise department heads on HR and labor law matters.
• Liaise with government agencies and regulatory bodies.
• Participate in HR automation projects and modern HR tool implementation.

Required profile

• Higher education in HR management, law, economics, management or related fields.
• Minimum 5 years of HR experience, including at least 3 years in a managerial role.
• Strong knowledge of Kyrgyz Republic labor legislation.
• Proven ability to draft local normative documents and manage recruitment at various levels.
• Excellent organizational, leadership, analytical, and result‑oriented skills.

Required skills

• Proficiency with 1C accounting/HR software.
• Advanced use of Microsoft Office, especially Excel and Word.
• Experience with modern HR tools and technologies.
