Regional Monitoring & Evaluation Consultant

About the role

The International Organization for Migration (IOM) seeks a Regional Monitoring & Evaluation (M&E) Consultant to support the ‘Central Asia Safe Migration’ project. Based in Bishkek, the consultant will lead M&E activities across Kyrgyzstan, Kazakhstan, Tajikistan and Uzbekistan, ensuring a harmonised regional approach and providing data‑driven insights for adaptive project management.

Key responsibilities

• Develop and implement the project’s M&E framework, tools and indicators.
• Collect, analyse and report on quantitative and qualitative data to assess project effectiveness.
• Coordinate with M&E focal points in Kazakhstan, Tajikistan and Uzbekistan to ensure consistent data collection and reporting.
• Provide technical guidance and capacity‑building support to regional M&E staff and consultants.
• Prepare regular M&E reports for the Kyrgyzstan Project Manager, Regional Project Manager and donors.
• Support the integration of monitoring findings into project decision‑making and adaptive management.

Required profile

• Master’s degree in Sociology, Development Studies, Migration Studies, Economics or a related field.
• Minimum 7 years of professional experience in monitoring and evaluation, preferably in migration or international development.
• Demonstrated experience working with international organisations or UN agencies.
• Strong analytical abilities and experience in data‑driven reporting.
